DAV Chapter 70
Meeting of 11 September 2001
Commander Frank Bachteler called the meeting to .order at 2 PM.
Chaplain Wayne Stilts led the members in prayer.
The Commander led the members in the Pledge of Allegience.
The Adjutant read the roll call of officers.
All present or accounted for. (See Encl. #1)
Treasurers Report: Treasurer Ken Thomas gave the treasurers report for the month of August 2001. (NOT Encl.)
A motion to accept the treasurers report as read was made by M. O. Byrnes, seconded by Ben Iler and approved
by the members.
Chaplains Report; Chaplain Wayne Stilts announced that one member had passed away since last report:
Hebron Weaver of Dunnellon on 4 Aug. 2001 (age 92)
There were no reports of sickness.
Commander Bachteler announced that a veteran had called earier and was in the need of assistance.
After much discussion, any action was deferred until the County Veterans Affairs office could be contacted.
Guests; Bill Geden from Hew Jersey introduced himself and said he would like to transfer into the Chapter.
Communications: Adjutant Seaman read the communications sent to the chapter since the last meeting which included:
DAV State Convention of June 7th minutes.
Notice of 5th District meeting on Sunday 21 October,
DAV National ltr. of 25 July approving chapter merger,
State DAV Itr. of 18 July about Mobile Service Office,
County Veterans Appreciation Week notice
and National Auxiliary Adjutant ltr of 27 August about transfer of Ch. 139 auxiliary to Ch. 70.
Service Officers Report: Service Officer Bob Lebert provided the members information about the difficulties in
obtaining the Cold War certificates.
Old Business: From the floor, John Cope brought up the matter of chapter rules and regulations that had been
discussed at the 12 June meeting.
Adjutant Seaman informed comrade Cope that the matter had been discussed at the Executive Board Meeting on
21 August and will be discussed under New Business

New Business; The first item brought up by Adjutant Seaman from the Executive Board, meeting was the Constitution
and ByLaws and Rules and Regulations.
The matter was researced by Bob Lebert and from his findings, it appears that the Constitution & Bylaws have been
submitted to National and therefore are legal.
The Rules & Regulations do not appear to have been submitted to National.
Adjutant Seaman will contact National to obtain any submittals by the chapter in reference to the Rules &
Regulations.
Amotion was made to table any action at this time by Ben Iler, seconded by M. O. Byrnes and approved by the
membership.
The next item brought up from the Executive Board Meeting by Adjutant Seaman was the purchase of the vacant lot
adjacent to the DAV building.
Adjutant Seaman advised the members that the property was assessed at $5,500.00 with a land value of $6,800.00.
In a phone conversation with the owner (Peter Paul) on 22 August, the owner said he would accept $4,000.00
for the property.
A motion was made by Bob Lebert to purchase the property with available funds and seconded by Tom Delano.
After a lengthy discussion, the purchase of the property was approved by the membership.
The next item brought up from the Executive Board Meeting was the purchase of a plaque for the WW2 Courthouse Exhibit.
After discussion, a motion was made by M. O. Byrnes to spend $250.00 for a plaque, seconded by Grover Lewis and
approved by the membership.
The next order of new business brought up on the floor by Ward Cady was the possibility of having a service
officer available at the building one day a week.
Comrade Cady offered his services.
Service officer Bob Lebert said that the Citrus County veterans affairs office pretty much had the services covered
for our veterans.
After much discussion, the topic was put on hold for future discussion.
Other new business: Adjutant Seaman advised the members that a DAV van will be purchased by the State DAV this
spring/summer from monies obtained from the disolution of Chapter 139.
In a phone conversation with Al Linden, he stated that the chapter should start thinking about drivers for the van.
Commander Bachteler asked for volunteers for a van committee.
Those recognized for the committee are Bob Lebert, Walter Wade and Jose Camacho.
Other new business: Veterans Appreciation Week and our Forget me Not Drive.
Commander Bachteler called for volunteers for these events.
The following members volunteered for the Forget Me Not drive: Ward Cady, M. O. Byrnes, Mel Maier, Charles Huelsman,
Louis Sweatman, Jose Camacho, Doug Robinson and Nick Patpas.

Other new business: Joint meeting with the Auxiliary.
A joint meeting was held with the auxilary to discuss the events the next meeting to include the District
Commanders visitation.
A luncheon will be held at 1 PM and the auxiliary will handle all arrangements.
The chapter will foot the bill.
9 O'clock services were held for our departed comrades and the victims of todays tragedy.
A motion to adjourn was made and approved by the membership.
50/50 drawings were won by Ben Iler and Frank Bachteler (2).
